Step one:

Create the canvas of your header by using this color #B80027.

Click the image to see full view.

Step two:

Draw two strips below the first. First shade is #760019, Second Shade is #4D0010.

Step three:

In a new layer, draw two 1px line.

Set the layer’s opacity level to 26%.

Step four:

Create a #4D0010 box on the header canvas.

Add the following layer styles: Stroke.
