Step one:

Start with a large black canvas, 600px x 400px to be exact. Make a new layer set titled Splash Page Graphic.

Set your foreground color to #003F62 and background to #006894.

Apply a linear gradient effect on your canvas using the gradient tool.

Step two:

In a new layer draw a #006FA3 circle using the eclipse tool. (width: 117 x height: 117)

Step three:

In a new layer draw a white circle using the eclipse tool. (width: 117 x height: 117)

Add the following layer styles: Inner Shadow, Inner Glow, Stroke.

Set layer’s blending mode to Darken.

Step four:

In a new layer draw a small white circle using the eclipse tool. (width: 27 x height: 27)

Set the layer’s opacity level to 7%.
