Step one:

Start with a large black canvas. Make a new layer set titled Crime Scene Header Design.

In a new layer draw a #2C3139 rectangle. (width: 691 x height: 65)

Step two:

In a new layer draw a white rectangle. (width: 691 x height: 65)

Add the following layer styles: Pattern Overlay.

Set layer’s blending mode to Darken.

Step three:

In a new layer draw a white rectangle. (width: 680 x height: 11)

Add the following layer styles: Satin, Pattern Overlay.

Set layer’s blending mode to Darken.

Step four:

Duplicate rectangle layer from step three.

Position on the center of the structure.
