Now add a rectangle marquee selection around your text then go to Edit > Copy Merged. Then go back to Edit > Paste.

Go to Filter > Blur > Motion Blur. Apply the settings below.

Under Layer Style(Layer > Layer Style) add an Inner Shadow and Pattern Overlay blending options to your motioned blur design layer. Then set the layer’s blending mode to Hard Light at 47% opacity level.

Now move down the motioned blur design layer until your satisfied with the ghostly effect fading away from the text.

Add more colorful smokes outside the text, use the same method from the first smoke design.
